I have started the computer with chrome completely off before shutting down and it didn't startup automatically in the next boot so this definitely works. But the problem I am having now is not with that issue because let's be honest, most of us immediately start our browsers anyway. But the advice I have been reading is just crazy talk. Making registry changes, re-installing windows, formatting hard drives.
